River City Church is a new church plant in Dubuque, Iowa starting in summer 2016.
”As the Father has sent me, I am sending you...
Therefore go and make disciples“
We are committed to the process of making disciples in the Dubuque area because we believe that the priority of the local church is to help people find their identity in the gospel.
We are committed to growing our church through the advancement of mission in the Dubuque area. This happens when people see themselves as missionaries who are sent to reach their non-Christian friends, co-workers, and neighbors with the gospel.
We are committed to the vision of planting churches locally, regionally, and globally who are committed to planting churches as a natural expression of the gospel.
Dubuque has the lowest percentage of evangelicals in the Midwest at less than 6%. A staggering 75% of Dubuque’s 58,000 residents identify as Catholic but only 10% attend church with any meaningful regularity, leading to a religiously-minded yet de-churched city.
Dubuque has won numerous awards since 2010 for having one of the fastest growing mid-sized economies in the country. According to Forbes, it is the top community for job growth in the country. The growing economy has resulted in an increase in young families and singles.
In 2010, Dubuque was selected by Forbes as the best small city to raise a family in the country. Young families and singles are a rapidly growing demographic but are largely under-reached with the gospel.
It's all About Jesus
We make the gospel central to everything we do because the gospel is what continually renews believers and the church. That’s why we are committed to having the gospel be the centerpiece of our preaching, discipleship, philosophy of ministry, motives, counseling, and strategy for mission.
Following Jesus Together
We do ministry in the context of relationships and biblical community because we believe ministry is ultimately about relationships. That’s because all of us, whether we realize it or not, have a deep need and desire to know and be known by others.
The Core of Who We Are
We do ministry that focuses on the heart because we believe that a person’s heart is the foundation and well-spring from which all meaningful and lasting transformation comes from.
Maturity Through Mission
We grow and become more mature in our faith when we’re actively on mission to reach our friends, neighbors, and co-workers with the gospel. Mission isn’t the only way for Christians to grow spiritually, but it’s certainly one of the primary ways that we desire our people to grow.
We believe the primary philosophy of evangelism at our church should be through our people thinking and acting like missionaries in their everyday lives. That’s because every Christian is called and sent to be a missionary in the areas of influence that God has put them in.
Making Disciple-making Disciples
We are committed to developing leaders and disciple-makers on purpose and not by accident or when it conveniently fits into our schedule, this is ultimately so that the gospel can advance in Dubuque.
Growing Through the Gospel
We believe that healthy multiplication should, ideally, be taking place at almost every level of our church because it’s a natural outworking of the gospel. Healthy things multiply and, therefore, we want to be a healthy church that multiplies everything we do in healthy ways.
Brandon and Hannah have been married since 2008 and their daughter Emma was born in 2014. They are both graduates of UW-Platteville and have been working on staff for InterVarsity Christian Fellowship at UW-LaCrosse and UW-Platteville since they graduated from college. Hannah is currently a stay-at-home mom.
Aaron and Becky have been married since 2004 and they have three daughters named Leah, Maggie, and Gracie. Aaron graduated from UW-River Falls in 2002 and from Moody Bible Institute with his Masters in 2015 while Becky graduated from New Tribes Bible Institute in 1999. Aaron currently works as a missions trainer and church planting coordinator for five churches in Platteville, WI. Becky is currently a stay-at-home mom.
We are joining the Evangelical Free Church of America (EFCA) because we all have strong connections with this denomination. We also plan on joining the Acts 29 church planting network which we’ve also had have strong connections with over the last few years. We are currently being coached, mentored, and advised by leaders in both the EFCA and Acts 29 and we’re incredibly thankful for their support.
We have decided that the time that Brandon would normally devote to having a part time job will instead be devoted to continuing his Masters degree from Southeastern Seminary. For a variety of reasons we feel this is a wise stewardship of time and resources. Aaron will potentially be getting a part time job depending on the fundraising levels of the church.
We will most likely start meeting in one of the local schools, but specific details about where and when will be made at a later date.
We’d love to send you updates and prayer requests. Email Aaron HERE to be added to our mailing list
The Pepins are moving when their employment with InterVarsity ends in July 2016. The Morrows are tentatively moving in January or February 2016 so that their kids can be transition more easily into the Dubuque school system. The Kings will move in summer 2016 and Ryan already works in Dubuque. The Tysvers will move to Dubuque in summer 2016 and the Burchardts already live there.

As shown above, we are in need of $10,900 per month in ongoing financial support, 82% of this are salaries for Aaron and Brandon while the remaining 18% covers a variety of operational expenses. If you’re interested in becoming a monthly donor, a helpful frame of reference is that $109/month = 1% of our monthly budget. But please know that regardless of how much God wants you to give, we are incredibly thankful for your thoughtfulness and generosity.
We are also in need of $25,000 in one-time gifts, the overwhelming majority of this will go towards all the necessary technology for Sunday morning such as a projector, speakers, sound board, computer, etc. Additionally, if you have any spare equipment that you would like to donate please send us an email and we’d love to chat about it.
After clicking the “Support Us” button, all you need to do is click “One Time” at the top of the screen. The rest will be very easy and self explanatory.
Please see “What is the best way for me to give?” for more info about this.
Yes, all donations given to River City Church are fully tax deductible under 501(c)3 of the Internal Revenue Code.
Yes, you will receive a receipt by email whenever you donate to River City Church.
Our desire is to not live “paycheck to paycheck” as a church because that wouldn’t be the most secure feeling for anyone, particularly for the Morrows and the Pepins. Therefore, if new donors could start giving regularly as soon as possible then our hope is that a financial buffer would be created between now and when the Morrows and Pepins move to Dubuque, this would potentially safeguard us from financial emergencies that are hard to predict. Thank you for prayerfully considering this!
If you prayerfully decide to become financial donors, your last month of giving to River City Church will be August 2020 since we plan on being independent of all outside financial support by that date.
